You can change your master password in 1Password for Windows by opening the 1Password preferences, selecting the 'Security' tab and clicking the 'Change master password' button.
If you're syncing your 1Password data using Dropbox to 1Password for Mac or 1Password for iOS, you'll have to enter your old master password one more time on each device until the information has been synchronised and you can use the new master password.
