in 1Password 4 for Windows

I have 1 password on my PC , using it with no problem. i want to syn it to Drop box so i can use it on my Ipad and I phone. I can not follow your instructions . Please help me , very frustrated. I want to speak to real person and need your phone number. When is the good time to call?
