i believe I've tried the items listed in the article before i reached out for assistance. While i may not understand how to do each one of the items listed the ones i do know how to do were not sucessful.

There is a known bug in 1Password 4 for Windows related to Wi-Fi syncing a .opvault.
Can you please send us the diagnostics report as requested by Pilar? We will get back to you with instructions on how to fix the issue.
Or are you saying that creating a diagnostics report didn't work?

just sent the diagnostic report. as an fyi this could be as simple as user error, some of these thing are new to me
