Need to reinstall 1Password on PC, after hard drive crash. Also have it on Mac since 5/4/2012

So my PC hard drive crashed, had to have Windows 10 reinstalled. Lost all apps.
My Mac and PC were synced via Dropbox for 1Password, since 2012.
Problem is when I download "1Password 4" from this website, and enter my License code from 2012, it says, nope, have to upgrade it for a cost of $32.49. What? This is not fair.
So how do I get the same 1Password downloaded and installed for my PC?

Thanks, but I have licence for version 3 (or even 2). How to install old version if I don't want to pay for the licence again....
