1Password does not sync completely between Mac & Window via Dropbox

I began using 1Password from my Mac and I did have any issue at all. Recently; however, I started using 1Password for my PC (Window) and realized my vaults (I have only one vault) did not sync between Mac & PC completely via Dropbox.

My 1Password in my Mac has 570 items but only has 556 items in my PC. I am sure my Dorpbox on both devices are sync completely. My Dropbox sync all items.

1Password for Mac version is 6.6.2 (macOS Sierra 10.12.3)
1Password for PC version is 6.3.359 (Windows 10 for Home 64 bits)

Besides, I have 1Password for Windows (Family License) that I purchased long ago but didn't use it. But I cannot find where I can enter the license key in my 1Password for Windows.

    Since 1Password 6 for Windows is focused on our 1Password accounts, it does not fully support local vaults. If you want to use a local vault synced via Dropbox, you should download 1Password 4 for Windows. You should be all set after that, but please let us know how it works for you.
