I would like to purchase a stand alone copy of 1 Password for Windows for a one time price? Is this possible? I do not need to sync it across all my devices and do not want to pay annually

@jmcdonough: No. 1Password 4 is no longer under active development and therefore no longer available for new users, only existing customers. We're working on supporting local vaults in 1Password 7, but until that is completed (no ETA) 1Password.com is the only option on Windows for new users.
