Updated password not syncing across devices

I updated a password on Windows laptop A a couple of days ago, and the computer was online. "Last modified is 2/13/2018". Today I go to my Windows desktop, and the old password is listed (last modified 7/4/2017). I then look on my iPhone, and again, the old password is listed. I then turn on my laptop that has the new password, give it a number of minutes connected to the internet, but the update is not propagating. All Windows computers are running 7.0.519.
