Automatic Touch ID isn't available

In previous versions, if 1P had locked itself because it was ignored, when I switched to the application I would see a banner offering Touch ID to unlock. Basically all I had to do was switch to the application and unlock it with Touch ID. Now I have to click the fingerprint button before the banner appears, and I can unlock the 1P.

Is this intentional?
