[Bug] [Mini] Can't scroll Mini past first tag on first launch

After launching 1Password, the first time I invoke Mini, I'm unable to scroll the sidebar past the first tag.

The sidebar scrolls properly after dismissing and invoking Mini again. This happens on each clean launch.

I have scrollbars always on (System Preferences > General > Show scroll bars), but changing this to Automatic doesn't appear to change the behavior.

Steps to repro:
1. Quit 1Password 7 completely
2. Launch 1Password, confirm Mini is loading
3. Invoke Mini (I'm using ⌥+⌘+\, but clicking the icon in the Menu bar works, too)
4. Scroll sidebar

Expected:
Able to scroll full sidebar

Actual:
Only able to scroll to the first tag, which also isn't fully displayed (see screenshot).

    @jackbrewster: Wow. That's a really weird one. Good catch! I was able to reproduce it here, and we'll figure out what's causing this to get it fixed up. Thank you for brining it to our attention! :)
