can't install app on Win 7 computer

Files seem to install. but then I get this:

If you are running Windows 7 on your PC, please make sure to install all available Windows updates, reboot your PC, and check if the issue remains. If you have all of the available updates installed, please try to install .NET Framework 4.7.2 from here, reboot your computer, and let me know how it works after that.
