If you're unable to use your Apple Watch to authenticate a macOS system prompt either then it sounds like the issue is with the communication between your Apple Watch and your Mac rather than within 1Password. Our developers have filed a bug report for this with Apple but I would also encourage you to reach out to Apple yourself to report the issue and see if they're able to provide additional support in your case.
If you get Apple Watch authentication working for the macOS system prompt but 1Password is still not working then please let me know and we can continue troubleshooting.
