Is there any way to NOT have 1Password lock itself every time I put my computer to sleep? I don't understand why this isn't an option, shouldn't it be on me if I want to risk that on my personal comp...

Yes, you can. Here's what to do:
- Open and unlock the main 1Password app. (note: not the browser extension)
- Click the 🔽 down arrow at the top of the sidebar and choose Settings.
- On the Security tab, turn off "Lock on sleep, screensaver, or switching users".

I saw some people have the ability to use TPM 2.0 but for some reason it doesn't give me that option either.
You should see this option in the Settings for the main 1Password app on the Security tab, and you can find how to set that up here: Use Windows Hello to unlock 1Password on your Windows PC.
