Unable to open Quick Access

Is "Keep 1Password in the menu bar" turned on? If it isn't then can you turn it on and then try to reproduce the issue again. If it is already turned on, or turning it on doesn't fix the issue, then can you restart your Mac and then try to reproduce the issue again.
Enabling this feature actually fixes the issue. As soon as I disable this option, Quick Access shows up when I press the hotkey and I can enter the master password and then the quick access window disappears. With the option enabled, it works as intended.
This seems like a rather new bug as this used to work previously.
