Thank you for reaching out and for providing detailed and clear reproduction steps. I can confirm that I see the same issue on my own device and I've filed an internal work item for our development team to investigate this further.
Please keep 1Password updated so that you receive the fix as soon as it is available.
For the time being, the best workaround for the issue is to keep your passkeys in the account/collection that is set in the "Show filling suggestions from" setting in 1Password for iOS. I'm sorry for the inconvenience.
