Thanks for reaching out! The suggestions menu in your screenshot is coming from the 1Password for Safari extension which is only available for the Safari browser on the iPhone and iPad. Other browsers, like Vivaldi, don't support browser extensions on the iPhone and iPad.
However, you can still save and fill logins in other browsers like Vivaldi using Password AutoFill: Use 1Password to save logins and sign in to apps and websites on your iPhone and iPad
