Where does 1Password for iOS take the accounts list from?

ModeratorI'm sorry if it was not clear. You can't have a Secret Key without a membership, and all memberships have a Secret Key. To help ensure you supply the correct Secret Key to to the correct account other details like the email in use and the url e.g. https://my.1password.com are also saved. In essence this is the account listing you see. With those three items + your account password you can do the following.
unlock 1Password with just your Password.
