If you have a local vault in 1Password on your Windows PC and your phone, you should be able to sync your data via Dropbox. I am not familiar with your setup, so I am not sure why the contents of your vaults are different.
If you don't want to deal with sync in the future (and use the latest versions of 1Password apps on all of your devices), I would recommend you to sign up for 1Password account and migrate your data. Here is how you can do that:
