As far as I can tell Web Confidential doesn't have any support for exporting its data, limiting your import options into 1Password.
My suggestion would be to download 1Password 3.8.21 (fully functional for 30 days without a license) and test if you can successfully import your Web Confidential data into 1P3. There are known limitations to it, e.g. mentioned: here. If you can get an acceptable WC import into 1P3 then it's a relative easy process to export in 1PIF format for importing into 1Password 4.
Note that at least the 1PIF file exported from 1P3 would contain your data unencrypted so you'd want to remove that after verifying your data is in 1P4.
I'm sorry this isn't more convenient right now. We are working on reintroducing importers into 1Password 4 but for the moment 1Password 3 is still necessary as an intermediary in cases like this.

Thank you for the advice but I have a problem. I d-loaded 3.8.21, created an export text file from Web Confid. then asked 3.8.21 to import it. I tried all the encoding scripts but it would not import! ! I do remember a couple of years ago trying 1 Pass & being able do the import into whatever that edition was. Any ideas for me?

I'm sorry you're having trouble importing Web Confidential data with 1Password 3. Are you getting any errors?
To import using 1Password 3 if you're running Mavericks (10.9), open the Terminal app (from /Applications/Utilities) then copy and paste this single line into it:
env PATH=/System/Library/Frameworks/Ruby.framework/Versions/1.8/usr/bin '/Applications/1Password 3.app/Contents/MacOS/1Password'
That assumes the 1Password 3 app is in the /Applications folder and named 1Password 3.app. You'll need to adjust that if yours is named differently. This will allow the import scripts to use the older version of Ruby for importing your data.
I hope that helps. If it's a different issue we'll look for another solution.

Thank you very much. I followed your directions & successfully imported them to 1Pass 3 then did the export & then imported them to 1 Pass 4. You were very, very helpful.
