Make Vaults Without Family Owner Access?

Is it possible to create vaults in a 1Password family in a way that specific members can access them, but the family owner cannot?

    I had been considering whether or not to post the same question in both the Families and Teams forums, and I ultimately did knowing the different feature sets might mean different answers. I appreciate your thoroughness and prompt response regardless.
