what if a master password doesn't propagate to all devices?

I've discovered a very weird situation. I changed my 1P master password on my MacBook Pro, which propagated to both my iPhone and iPad. However, I have a second MacBook Pro, also syncing via iCloud, running the same version of OS X and 1P, and yet its 1P database is unlocked with the previous master password.

Update: it turns out that both the old and new master passwords can unlock it.

Update2: after I "optimized" the database, 1P only accepts the new password for unlocking.

Is this a bug?

    No, it is expected behaviour.

    Basically, the second machine needs to know about the new password. It learns that by syncing and has to use the old password to sync (since it doesn't have the new one).

    It now has both passwords, the old one will work UNTIL the first time the new one is used. Once you use the new one, the old one stops working, as you have found.
