Hi @darfox,
If you absolutely don't want any data leaving your network, and want to sync two Macs you effectively have two options:
Option 1:
Setup Folder Sync with a USB thumb drive. Then manually move the thumb drive from one computer to the other when you want to sync them. The app should detect when the thumb drive is inserted and try to sync for you.
Option 2:
Setup some type of Network Attached Storage (NAS) to host the agilekeychain in a place that's available to any machine on your network. Most people who do this setup then make the mistake of trying to setup Folder Sync to sync directly to the NAS storage. That won't work very well. Instead it's recommended that each Mac use some other piece of software (I'm a unix nerd, so I'd reach for rsync, but I'm sure there are better, more friendly apps out there) to sync the agilekeychain file from the NAS to the local machine. Then you can setup Folder Sync to this local machine copy of the agilekeychain.

You could also use the free version BitTorrent Sync for your Macs. You install it and setup a sync folder (the folder you want to sync between your computers). You can tell BT Sync to only sync on locally connected computers (for example, your home network) and not go out to the internet if that's what you want. If you store your 1password vault(s) there, I would think that would take care of it. I have been using BT Sync for years and have not had any issues, although I use Dropbox for my 1password vaults. The added bonus here is that you will also be able to automatically sync any folder you want between your macs with btsync.

It would seem you can indeed limit BitTorrent Sync to the local network based on this help page, Can I force Sync to do local network (LAN) syncing only and not sync via the Internet?. However we haven't tested BitTorrent Sync and this thread did suggest issues. It might be worth checking out before proceeding. Now of course it might be we have lots of users who also do successfully use BitTorrent Sync and we just don't know about it.
Personally option 1 from Rick's post is the route I would personally recommend as it's the one with the lowest possibility of issues later.
To answer your original question though, if you don't care about two way sync then yes, you could periodically restore a new backup from one machine to the other as a form of sync. It was how I lazily set up my vault on another machine when I needed it for whatever the reason was at the time.
