"Open and Fill" not doing anything at all from 1Password desktop app
There are several previous reports of this problem. For some the web-page does open but the user & pass are not populated. For other, the web-page doesn't even open, which is what I am finding too. ...

I'm sorry for the confusion. I hope that my post above was able to clear things up but please let me know if there is anything else that I can help explain.
I agree that the current state of things is a little bit confusing. The good news is that, with the future release of 1Password 8 on all platforms, we'll be able to have a much more consistent offering on the Mac and indeed on all platforms.
