I suspect the problem is caused by using 1P 5.3.2—which is the AgileBits store version of 1P (which, following restrictions introduced by Apple on the launch of OS X Yosemite, does not support iCloud to sync 1P data). The current version of 1P from the Mac App Store is 1P 5.3 and that does support iCloud to sync 1P data. Both versions support Dropbox and wifi sync, of course.
What are you trying to import using a .csv file? If you can tell us someone may have a better idea to help you.

FYI: Version 5.4.BETA-1 (not yet on the App Store) fixed the following bug:
Fixed issue where the "Cancel" and "Open" buttons didn't work in the "Import" panel under Yosemite 10.10.3.
Use the Escape and Enter keys, respectively, to do the Cancel and Open function.

I'm sorry for the confusion about iCloud sync! As Stephen explained, you'll need the Mac App Store version of 1Password 5 for Mac in order to use iCloud sync (which incidentally is one of the first things mentioned in the troubleshooting guide). That's because iCloud sync uses Apple's CloudKit technology, which can currently only be used by apps sold through Apple's App Store. We'd absolutely love to be able to include that in the AgileBits Store version of 1Password as well, but unfortunately that's not currently possible. We have more information in these knowledgebase articles:
Why does iCloud require iOS 8, OS X 10.10, and the Mac App Store?
I do not see the option to sync with iCloud in 1Password for Mac
If you bought a license for 1Password from the AgileBits Store within the last 30 days, we'll be happy to refund that purchase so you can buy 1Password from the Mac App Store instead. But I wanted to mention that Dropbox sync is also a great sync option. It's how many of us here have always synced our 1Password data. 1Password is secure by design and your 1Password data is end-to-end encrypted, so with regard to security there's no difference between syncing 1Password data with Dropbox or iCloud. 1Password simply doesn't depend on the security of either to protect your data.
Dropbox also has the advantage that it can be used to sync secondary vaults, and also share vaults with friends, family, and co-workers (it's not currently possible to share anything between iCloud accounts). And it's the only sync solution that works across all platforms supported by 1Password: Mac, Windows, iOS, and Android.
But again, if you bought the AgileBits Store version within the last 30 days, we can refund that: just send us an email to support+licenses@agilebits.com along with the email address you used to make that purchase.
Now as far as having trouble with a CSV file, if the problem is that you can't click the Cancel or Open buttons, MrC has already explained the workaround for that (and I believe it should be fixed in the next update). But if you're having a different problem with that, please let us know more about what you're trying to do, and what happens when you try that. Thanks! :)

Cloud option up and running.
Was able to export passwords from old password app as a text file, .txt
opened in excel, formatted with headers that matched 1P sections and saved as a .csv file. After I used the Enter key (You were right it was the cancel/open button issue), saw the "open" appeared to click nothing imported. Tried resaving the file and tried that, nothing.
please Advise.

You'll want to be sure your CSV follows these guidelines:

@Steve_Becker_Photo Just wanted to check in with you on this. Were you able to get things up and running after following the guidelines that MrC posted? Let us know how things went! :)

Followed the guidelines
The only way I can format UTF-8 is through Mac's TextEdit but that leaves me with a .txt file. When I change the file extension manually from ".txt" to ".csv" it shows 0 imports.
Microsoft Excel 2011 the CSV Ms-Dos and Windows options won't even show an import dialog box.

Ok, let's step back a bit.
- Where did the CSV come from (i.e how did it get generated)?
- What columns are in the CSV (and what is their order)

Sure. Exported as .txt file from old program called web confidential.
Opened in excel that's were I was saving as either file type as mentioned above.Columns, no header row as suggested, but A starts "title", "website", "username, "password", "notes".
Was previewing in text edit to make sure it matched your advanced code link. Matched up but wasn't even getting an import menu until I noticed I could save as UTF-8 in TextEdit, when I changed the file name manually from text to CVS that I actually got an import message in 1P but it shows 0 imports.

I just created a spreadsheet in Excel 2010 for OS X with the same column layout you suggested, and included a header row. I saved it as CSV. I was then able to import it into 1Password (beta) without incident.
You're using the App Store version, so there could be an issue with that?

Interesting. What do you suggest I do as a solution then?

I've created a special CSV converter for you. Grab version 1.07 of my 1Password converters. Version 1.07 is in the _testing folder mentioned in the first post. Follow the instructions provided in the first post and README.
The converter you'll select is simply called csv.

Web confidential isn't on the list for the script. Which one should I pick?

Use the one called "csv". It is one I created for you to use the data formatted as CSV. You mentioned above you have a CSV file with the columns: "title", "website", "username, "password", "notes". Just add a header row with those names, and you can use the CSV converter.
I'll look into a Web Confidential converter.

OK. I will give it a try now...

imported!

Awesome.
To export the data, from Web Confidential, I'm required to purchase the software. If I send you a wallet, can you open and export the data, zip it, and send it to me? I want to look at the TSV data format it creates.
My email is at the top of the convert_to_1p4.pl script. Send me a message and I'll send you a wallet and the password.

@Steve_Becker_Photo It sounds like Mr_C helped get things sorted out for you. :) Glad to see that. He's the CSV and importer expert around these parts. Let us know if you have any other questions about things.
